# UAI Handoff Export Loop

The lapse was not that AIWikis lacked `AGENTS.md`, `readme.human`, `.uai` files, or wiki nodes. The lapse was that the recommendation "ship `.uai` export bundles from reviewed wiki nodes and decisions" had no executable local loop.

Without that loop, a future agent could keep improving public prose while the compact handoff packet stayed manually curated and detached from reviewed deep memory.

## Root Cause

AIWikis had three separate layers:

- Public Markdown pages under `content/pages/`.
- Compact handoff files at the project root and `.uai/`.
- Source-side wiki memory under `wiki/` and `config/graph.jsonld`.

Those layers were documented, but there was no tool that selected reviewed wiki nodes, checked their governance metadata, and produced a compact handoff export that included the active `.uai` state.

## Fix

AIWikis now treats handoff export as an implementation requirement:

- `tools/generate-handoff-export.ps1` builds a local `dist/handoff/aiwikis-project-handoff/` packet and ZIP from root handoff files, `.uai` files, empty active intake scaffolding, recommendation docs, and wiki nodes marked `handoff_export: include`.
- `tools/wiki-lint.ps1` now requires governance/source metadata on wiki nodes and fails if no node is export-eligible.
- `tools/smoke-test.ps1` runs the export generator and checks that this node and `.uai/context.uai` are present.
- `tools/package.ps1` copies the generated handoff export into release evidence when packages are built.

## Recommendation Change

The recommendation changes from future prose to current local dogfood:

> A project that claims reviewed wiki memory can feed Project Handoff must prove it with an export step, selected source nodes, and a check that fails when the loop disappears.

This is still not a hosted UAIX generator, hosted validator, SDK, CLI, certification, endorsement, or UAI-1 conformance claim.
