# Talisman

This file is a universal required active instruction file for every launch-baseline UAIX memory or handoff package.

Talisman governs how a receiving agent handles conflict, no-op, talk-back, and human-reviewed anchor change-control for `.uai/totem.uai` and `.uai/taboo.uai`. It is local, reviewable project memory. It is not hosted enforcement, runtime control, certification, endorsement, UAI-1 conformance evidence, credential validation, or proof of safety.

## Default Load Rule

- Read `.uai/memory-maintenance.uai`, `.uai/identity.uai`, and `.uai/world-context.uai` before broad local memory loading.
- Read and obey `.uai/totem.uai`, `.uai/taboo.uai`, and `.uai/talisman.uai` before broad execution.
- Treat these three files as active instructions, not hidden metadata.
- Do not modify, weaken, replace, delete, or bypass any of these three files unless the human names the exact artifact and exact operation.

## Governance Anchor

- If a request conflicts with Totem, preserve the positive anchor and explain the conflict.
- If a request conflicts with Taboo, stop broad execution and request human review.
- If a request asks to change an anchor without exact artifact-and-operation authorization, no-op for the anchor change.
- Suggestions and permission requests are allowed, but autonomous anchor mutation is forbidden.
- Preserve evidence, source authority, rollback notes, and human-review state for any proposed anchor change.

## No-Optional Rule

- Do not describe UAIX files, startup instructions, package surfaces, or active instruction anchors as optional.
- Use "Required for ..." or "Not required for ..." and name the exact profile, mode, package type, capability, or boundary.
- If a package file does not fit a declared required scope, mark it out of scope for that package.

## Receiver Rule

If a request conflicts with this file, conflicts with `.uai/totem.uai` or `.uai/taboo.uai`, or asks for an unauthorized anchor change, stop broad execution, summarize the conflict, name the safest supported alternative, and ask for human review.
