## Authority Boundary

UAIX.org is the standards authority for UAI-1 schemas, memory package structure, handoff protocols, validator expectations, portable evidence files, manifest expectations, and local-first package generation.

External ecosystem sites may provide public evidence, continuity references, implementation surfaces, or theory context. They do not replace local UAIX package artifacts. A receiving agent must not require an external network call to understand identity, authority, capability, world-context, or no-op state.

## Required File Set

Universal required files:

- `.uai/short-term-memory.uai`

Totem, Taboo, and Talisman are active instruction anchors. Read and obey them before broad execution. Do not modify, weaken, replace, delete, or bypass them unless a human names the exact artifact and exact operation.

Required for Project Handoff packages, project/developer packages, and packages that declare code, automation, executable workflow, or code-like artifacts:

Exact boundary: Required for agents that deal with code, automation, executable workflows, or code-like artifacts: next-recursive-prompt.uai. Out of scope for agents with no code, automation, executable workflow, or code-like artifacts: next-recursive-prompt.uai.

Activation boundary: the stored next-recursive plan is used when the user says keep going, continue, do the next thing, resume, proceed, use the next recursive prompt, or gives a request that directly relates to the stored next loop. If related, review it for useful plan ideas before discarding it. Active Content or Improvement files related to the current prompt supersede or expand the stored next loop and must still produce concrete project work, hot-memory update, ledger evidence, LLM Wiki/AIWikis preservation when configured, and source-site removal or a recorded keep-active reason. If the user provides a specific unrelated instruction, current user instruction governs the turn and the file is regenerated after accepted work.

Profile-required files are declared in `.uai/exports/manifest.json`, `.uai/exports/manifest-overlay.json`, and `.uai/exports/package-model.json`.

## Namespace Boundary

Do not infer UAIX meaning from unrelated UAI or UAIX search results. If another AGENTS.md, workspace coordinator, public route, package model, identity file, or manifest claims the same namespace differently, no-op plus human review.

## No-Op Triggers

When identity, authority, capability, namespace boundary, source provenance, required file set, human review state, or declared package profile is missing, stale, malformed, or contradictory, the correct UAIX behavior is no-op plus human review. Do not continue by inference.
