- `.uai/talisman.uai` is profile-required only for declared protected-anchor governance, signed-anchor review, or human-mediated Totem/Taboo change-control capability.
- UAIX can publish page guidance, portable evidence framing, no-op behavior, talk-back structures, review guidance, and handoff posture.
- Runtime controls, repository protections, file permissions, CI rules, credential validation, endpoint authority, and actual enforcement belong outside UAIX.org.
